Step-by-step Instructions
Build two leg sets as shown.
If using pocket holes, set pocket hole jig for 1-1/2" thick material and use 2-1/2" pocket hole screws. Place pocket holes on top for top rung, on bottom for bottom rung. If using self tapping screws, apply glue and screw together from outside.

Step 2
Use same method to add the top center support.

Step 3
Glue and nail the 1x boards to the bottom shelf. Then glue and nail the top boards down.

Finishing
Sand all surfaces, starting with a medium grit and finishing with fine. Wipe off the dust, fill any holes or gaps with wood filler, and sand smooth once dry. Apply primer if you're painting, then finish with your choice of paint or stain and seal with a durable clear topcoat. For outdoor projects, use exterior-rated primer, paint or stain, and sealer so the piece stands up to the weather.
