Step-by-step Instructions
Rip the plywood into two strips 16" wide and one strip 15-1/4" wide.
Then cut the strips into 8 pieces, all 28-1/2" long. You'll need a fourth piece that is 15-1/4" wide, so rip one of the 16" wide pieces down.

Drill 3/4" pocket holes along one edge of the 15-1/4" wide pieces as shown.
Build four leg sets as shown, joining one of the 15-1/4" wide pieces to one of the 16" wide pieces.

Step 3
Join the four leg sets together with the 1x4s on the ends with 1-1/4" brad nails and glue.

Step 4
Reinforce the joints with scrap 3/4" plywood pieces and 1-1/4" brad nails and glue.

Add mending plates to the top to attach the tabletop.
For a tabletop that is only 3/4" thick at attachment points, pieces of scrap 3/4" plywood can be used instead of the mending plates.

Finishing
Sand all surfaces, starting with a medium grit and finishing with fine. Wipe off the dust, fill any holes or gaps with wood filler, and sand smooth once dry. Apply primer if you're painting, then finish with your choice of paint or stain and seal with a durable clear topcoat. For outdoor projects, use exterior-rated primer, paint or stain, and sealer so the piece stands up to the weather.
